Unfortunatly I can't find the terms/conditions for this deal: it doesn't seem to be up on Paypal's website or on eBay's yet. However, the offer starts today and runs through the 15th, November 2011. It is good for one purchase only.
From my understanding of previous eBay/Paypal deals: shipping costs don't count towards the $50. So it has to be a buy of $50 pre-tax, pre-shipping.
