The paperwhite is on sale for $119, down from $139. The two main differences between the two devices are screen resolution and lighting. The Paperwhite boasts a 212 PPI and has the added benefit of the back-lit whereas the basic Kindle touch does not. Besides those two features, they are nearly identical units. Personally, I would stick with the cheaper Kindle.
