I don't think this potential additional fee is a huge concern - if your item value is under $20 USD, generally you won't see additional charges at the door. They only ship via Canada Post, so you won't see the pricey brokerage fees that some couriers can charge.
In regards to the Canada Post situation though, there are no arrangements in place for a courier service, so your items could be in limbo for a while...
